Following the policy agreement of April 2019, the European Commission launched a multi-year strategic plan to connect the specific programme of Horizon Europe with the work programmes that will include the Calls for the first 4 years of Horizon Europe, which are currently underway.

The resulting document, “Orientations towards the first Strategic Plan implementing the research and innovation framework programme, Horizon Europe”, establishes the strategic orientation for European investment in research and innovation for the 3-year period 2021-2024, in accordance with the policy priorities of the Commission, strategic goals to pursue them (Key Strategic Orientation – KSOs) and expected impacts (Impacts), concentrating on Pillar II "Global Challenges and European Industrial Competitiveness" and its six-topic cluster, as well as the part of the programme concerning expansion of participation and reinforcement of the European Research Area. It identifies the missions and European partners, while the connection between Horizon Europe and other European programmes and the strategy for international cooperation will be defined at a future stage. It also outlines the transversal aspects of the programme including ethics, Open Science, Dissemination & Exploitation.
