ISEE and financial aid for the Right to Higher Education

All students – including those graduating in the autumn or special session of academic year 2022/2023 – may apply for this aid based on their economic status:

  1. A reduction in fees with inclusion in subsidised categories
  2. Aid assisted to international mobility (Erasmus+)
  3. Other assistance linked to the Right to Higher Education.

Students who do not intend to request financial aid do not need to request the ISEE certificate. This means, however, that the student consents to inclusion in the highest fee band as well as affecting other assistance including the Erasmus+ grant amount.

 

ISEE: where to apply, requirements, deadlines, effects

To receive financial aid, you must request the “ISEE certificate for financial assistance for the Right to Higher Education.”

The ISEE Certificate can be requested:

  1. Through the INPS Portal (www.inps.it), where you can complete the pre-filled form; 
  2. At a CAF centre (Tax Assistance Bureau);
  3. From a qualified accountant

To receive the ISEE statement, the process is as follows:

  1. fill in the DSU (Single Self-Declaration) pre-filled form online or in paper form, available from the INPS portal, Tax Assistance Bureau or qualified tax professionals.
  2. the DSU is processed and INPS issues the ISEE certificate
  3. the student must check that the Certificate fulfils all these requisites:

  • It must be a “Certificate for Financial Aid for the Right to Higher Education
  • It must state the applicant’s tax code
  • It must include the statement “This application is for financial aid for the right to Higher Education, in the name of: tax code of student
  • It must refer to the student’s family economic status
  • It must be valid, issued in calendar year 2023
  • It must not include the note “Omissions/Discrepancies 
  1. The University automatically acquires, on a weekly basis from September onward, ISEE Certificates from the INPS databases, without the need for express authorisation
  2. After registering, the applicant must check whether the ISEE certificate has been issued by logging into the Student Portal to the “Student Status” section

ISEE Certificates will be considered valid if they have all the required information and are issued by 31 October 2023. For any controversies, the submission date of the DSU to INPS (as stated on the ISEE certificate) will be held binding.

If the ISEE Certificate is not presented, complete with all necessary requisites and by the stated deadline, the student will be automatically assigned the maximum fee bracket.

It is the duty of each student to check their inclusion in the correct fee bracket, and the corresponding fee sum before the deadline of each individual payment, by logging into their own account on the Student Portal in the Student Status section by the deadlines stated. The contribution amount is also calculated on the basis of merit requirements. There is also a Fee Simulator that can be used to check the sum due.  

Assigned fee brackets will apply to the whole academic year 2023/2024.

Once the deadline has passed, some late submissions of ISEE Certificates may still be accepted:

  1. from those who have been approved for late enrolment or registration

  2. From those who have completed the enrolment procedure within the deadlines imposed by the Call for admission to capped number courses.

In such cases, the ISEE /DSU certification must be requested from the INPS website, CAF or qualified professional no later than 29 December 2023, as the DSU document is valid until that date only. These individuals will not be subject to late application penalties.

Those intending to graduate on a 3-year undergraduate course in 2022/2023 and enrol on the first year of a Master’s degree, must request ISEE certification in 2023, in order to use this also in the event of late registration in the 2024 calendar year.

All deadlines indicated are mandatory and no deferments will be permitted.

 

ISEE with Omissions/Discrepancies or other issues

ISEE statements with the note “Omissions/ Discrepancies” are automatically flagged by the INPS database and checked.

With the assistance of your local CAF (tax assistance bureau), qualified accountant or the INPS website, you can present a new DSU (Single Self-Declaration), which includes the previously-omitted data or modifies the incorrect information. You have to send an email to verifiche.isee@uniupo.it with a copy of the new DSU. You can also ask explicitly for the original DSU with omissions/discrepancies not to be used, and instead forfeit the financial assistance (again by sending an email to verifiche.isee@uniupo.it ). In this case, you will be automatically placed in the top fee band. This entire procedure must be completed by 20 December 2022.

ISEE Statements other than those “for Financial Aid for the Right to Higher Education” which are not rectified by 20 December 2022 will automatically result in the student being placed in the highest fee band.

In the event of anomalies or discrepancies, the University will carry out the checks provided for by law. It will ask for suitable documentation to prove the accuracy and completeness of the information provided in the DSU (as per Italian Ministerial Decree no.159 of 5 December 2013, para. 11c and 13), to complete the necessary checks (Italian Decree of the President of the Republic, no. 445 of 28 December 2000, para. 71)

In the event of recalculation of income/assets status due to checks carried out, the COA (Annual All-inclusive Fee, see glossary) will be rectified. If the new income/assets status means there is an increase in COA, a penalty fee will be applied which is equivalent to two times the greatest sum owed; this situation will be communicated to the appropriate auditing department.

 

ISEE certification for international students with incomes registered abroad

Non-EU students or EU students from a household that does not generate income in Italy (or not totally in Italy) must apply to a CAF or qualified professional for assistance with the issue of a Recognised ISEE (i.e. a valid substitute document for ISEE). They must submit the documentation to the appropriate Student Services Office and request the manual upload of their data by 31 October 2023.

It is recommended that international students who require a Study Visa (for accreditation on the Universitaly website) should ask the relevant Italian Consulate office abroad for a translation of their income statement in order to obtain the Recognised ISEE.
